Direct answer

Malaysia's LSS6 announcement pairs Packages 1 and 2 with battery storage: 2,500 MW of solar and 1,250 MW of BESS capacity, while a separate 150 MW Package 3 is solar-only. For hybrid bids, reflective ground coverage should be evaluated as a generation-enhancement option within the complete PV, inverter, BESS and grid design—not as an isolated add-on.

Key takeaways

  • Packages 1 and 2 pair solar and BESS; Package 3 is solar-only.
  • Extra bifacial energy can be more useful when storage has headroom.
  • Clipping and export limits still need hourly modelling.
  • Tropical civil design is decisive.

What PETRA announced

PETRA's 16 July 2026 media statement sets out LSS6 Package 1 at 2,200 MW solar plus 1,100 MW BESS and Package 2 at 300 MW solar plus 150 MW BESS. Package 3 provides 150 MW of solar-only capacity for Bumiputera companies. Commercial operation is targeted progressively by 31 December 2029.

Tender teams should rely on the issued RFP and Energy Commission requirements for binding details. This article is a design interpretation of the public announcement, not tender advice.

02

Why ground reflectance enters the hybrid design

Bifacial modules make the ground an active part of the energy system. A high-reflectance membrane can increase rear-side irradiance; the inverters and BESS determine how much incremental power becomes usable and settled energy.

Optimise module bifaciality, row geometry, DC/AC ratio, BESS charge capability and membrane coverage together. A late-stage membrane add-on may miss structural, drainage or inverter opportunities.

03

Do not assume storage removes every constraint

A battery may charge from incremental solar only when its state of charge, charge power and controls allow it. Round-trip losses, auxiliary consumption and degradation reduce net value. The point of interconnection and PPA can still cap export.

Run hourly dispatch for P50 and downside solar cases, including clipping, curtailment and BESS availability. Report incremental settled energy from the membrane with and without BESS capture.

04

Malaysia-specific engineering priorities

High rainfall, drainage, flood levels, aggressive vegetation, wet soil anchor capacity, humidity and access should shape the layout. The preliminary SunBooster workbook shows different strip arrangements for tracker, 2P single-post and 2P double-post structures; final quantities require IFC drawings.

A strong EPCC submission connects energy modelling, civil design, material test evidence, installation QA, BESS controls and lifecycle economics in one traceable package.

Frequently asked questions

Questions asset owners and EPCC teams ask

Is BESS mandatory in LSS6?+

The July 2026 public announcement pairs LSS6 Packages 1 and 2 with BESS. The separate 150 MW Package 3 is solar-only. Refer to the issued RFP for binding requirements.

Does BESS mean there is no more inverter clipping?+

No. Storage can capture some constrained energy if topology and dispatch permit, but inverter, battery and grid limits remain.
